You might have something there. Something tells me there is a rule about two red cards within 48 weeks regardless of two yellows etc. All cards, yellow, black and red are held on record now. If a player, for example gets a yellow every game, there's a penalty for that after so many. I'm not at home so can't check properly, but I'd lean towards agreeing with you on this.
