If Cross II win the Intermediate, are they allowed to progress to Senior and join Cross I?

In the event of Cross I being relegated from Senior, are Cross I and II allowed to compete in the same grade?

I could be completely wrong on this, but I don't believe a seconds team is allowed to play in ulster club competition should cross win intermediate? Either way its wide open now.

as far as I know their not allowed to play senior football
