Common sense would mean it shouldn't apply to either code. Redraft rules on movement between first and second things and keep the league as it is. If hurling needs second teams to develop players then why should this not apply to football too?

To make new reserve league competitive there would have to be a top division of 2 teams at most ! Does this change apply to hurling too? If not does that not suggest that delegates feel the development of hurling is more important than the facilitating of playing age members of football clubs?
