No overlapping of age groups so boys aren't playing/training 5 or 6 times a week with multiple ages and any minors moving up to senior get a good run at it
The teams in the junior championship in Tyrone are actually their thirds team (errigals junior team have a reserve team too)
Their reserves are their "seconds" team and would be the stronger of the 2.
Tyrone clubs use reserve football properly as a development team for their senior team.

Yes they did play within the rules.
IMO the rules were flawed and needed to be tightened up. A complete removal of 2nds teams is extreme and helps no one.
It would have to include underage as there is no way a brand new referee would be thrown straight in to senior games. They would start at underage to build experience
