The GAA club season is from April to August (ish) 5 months
School season covers September to March - 7 months

Clubs need to coach and stop their coaches from pushing young players too early.
Schools need to ensure that their players don't end up playing 2,3,4 teams at the same time

Its not the GAA that turns players to other sports, PlayStation etc.... its todays society that has the biggest impact on children playing sports. Parents need time to bring children to training etc... clubs need to encourage participation.
The GAA needs to invest in its pitches and facilities to provide better pitches, floodlighting, seated areas and, most importantly, redraw the entire season so that club games are played when there is no county games scheduled and county games are scheduled when no club games are scheduled. Two distinct seasons that don't conflict.
Remove all development squads/ academies etc and develop coaching.

No easy solution but solutions can be implemented - thorough and strong leadership is needed and buy in from all. DX Lean Diet Forskolin
