playing devils advocate here- but first score- if theres a big winds thats obviously giving one team an unfair advantage- also if it has to be from play- foul like fuck if the other team looks like scoring. 2 reasons against that one

Issues seem to come up with every proposed solution. The common theme being no-one likes penalties. I think in Aussie rules they play two halves of 3 minutes of extra time and repeat until a winner. Maybe the shorter periods would encourage attacking?
