In recent times that have been loads of counties with strong/winning u21/u20 teams that have not made the breakthrough at senior. But the big counties come back time and time again for the reasons mentioned. So they invariably throw up some successful underage sides. Dublin and Kerry definitely use the underage structures to focus on player development. Dublin have had u20 success but that isn’t surprising is it.Correlation, causation or even 'effect' Who knows. All I know is I can't think of too many counties who have had senior success without some success at underage. There may be exceptions to that but none spring to mind at the minute.
I think we went down the route of judging the success of underage structures on silverware that we would do near irreparable damage to our senior outlook.
